[Ip-health] US-Panama TPA: draft text public

Trade negotiations between Panama and US were launched in April 2004.
Bilaterals inform that last December 2006 trade negotiators from both
countries announced that a deal had been reached. However, the text of
the agreement was being withheld from the public in both countries and
the Panamanian government was disputing one of the key claims about the
deal that was made on the US Trade Representative=92s website.

Today, both governments released the draft text in Spanish & English.
