[Ip-health] Clarification on Kenya/Switzerland document

The comments in bold text in the main body of the document I posted on
ip-health today are not in the original Kenya/Switzerland proposal.  The
changes in bold were requested by another Member State.

The original Kenya/Switzerland proposal was submitted today to the WHO
Secretariat.  It is anticipated that this agenda item will be discussed on
Wednesday or Thursday.
