As you learnt from my addresses on various occasions, I have outlined
six core areas to take the work of the Organization forward, namely:
health development, health security, health systems capacity, evidence
and information, partnership, and performance.

Having reviewed the structure and the functions of WHO at Headquarters,
a realignment is needed in the core areas of health systems and
evidence and information to reflect current priorities.=A0 Hence, I have
decided to create two new Clusters to take this important work forward
effective 1 March.=A0

A new Cluster on Health Systems and Services (HSS), includes as a
nucleus the Departments of Health Policy, Development and Services
(HDS), Health Systems Financing, Expenditure and Resource Allocation
(HFS), and Human Resources for Health (HRH).=A0

A new Cluster on Information, Evidence and Research (IER), includes as
a nucleus the Departments of Equity, Poverty and Social Determinants of
Health (EQH), Knowledge Management and Sharing (KMS), Measurement and
Health Information Systems (MHI) and Research Policy and Cooperation
(RPC).=A0

In addition, given the increasing importance of WHO's work in health
crises, I have decided to make Health Action in Crises into a Cluster,
to coordinate WHO's work in preparing for and responding to
humanitarian emergencies, conflicts and disasters, and to support
Member States in transition and recovery programmes.

Finally, to address the importance of partnerships, work with civil
society, the private sector, and the UN system, I have decided to
create a Programme on Partnerships and UN Reform (PUN).=A0

At this stage, I am satisfied that the other Clusters are broadly
aligned with the six core areas.=A0 I will keep this under review.

In the coming weeks and months, the Change Management Task Force under
the DDG will work to ensure that we are able to carry out our important
agenda and the additional work required of us.=A0 Staff will be kept
informed of progress.

I would like now to share the composition of my senior management team
at headquarters.=A0 In addition to the announcement of Dr A. Asamoa-Baah
as Deputy Director-General, I am pleased to announce the following
staffing arrangements which take effect from 1 March 2007.

Dr Ala Alwan as ADG, Health Action in Crises (HAC)
Dr Tim Evans as ADG, Information, Evidence and Research (IER)
Dr David Heymann as ADG, Communicable Diseases (CDS); he will continue
as Representative of the Director-General, Polio Eradication Initiative
(POL)

Dr Catherine Le Gal=E8s-Camus will continue as ADG, Noncommunicable
Diseases and Mental Health (NMH)
Dr Elizabeth Mason will continue as ADG, Family and Community Health
(FCH) a.i.
Dr Hiroki Nakatani will be appointed as ADG, HIV/AIDS, TB and Malaria
(HTM)=A0
Dr Anders Nordstr=F6m as ADG, Health Systems and Services (HSS)
Ms Namita Pradhan as ADG, General Management (GMG)=A0
Ms Susanne Weber-Mosdorf will continue as ADG, Sustainable Development
and Healthy Environments (SDE) and as Representative of the
Director-General on European Union Affairs

Dr Howard Zucker will continue as ADG, Health Technology and
Pharmaceuticals (HTP) and Representative of the Director-General on
Intellectual Property, Innovation and Public Health

Mr Denis Aitken as Representative of the Director-General for
Partnerships and UN Reform
Dr Bill Kean will continue as Executive Director, DGO
Mr Liu Peilong will continue as DG Adviser
Mr Andrey Pirogov will continue as ADG WHO Office at the United Nations
in New York
Dr Ian Smith will continue as DG Adviser
