eesen et al. shows that the introduction of performance-based payments shar=
ply increased staff productivity at 15 health care centres in Kabutare, Rwa=
nda. Albert K Minga et al. found that the median times for an HIV-positive =
patient to develop AIDS and survive in Africa do not differ from those in i=
ndustrialized countries.



Cid Manso de Mello Vianna et al. measured the flows of financial resources =

/2/06-032383.pdf>  in Brazil from 2000 to 2002. They found that universitie=
s and research institutes are the main recipients of resources allocated to=
 health research and development. Yumiko Yanase et al. measured the prevale=
nce of HIV, hepatitis B virus (HBV) and hepatitis C virus (HCV) <http://www=
.who.int/bulletin/volumes/85/2/06-033365.pdf>  between 2002 and 2004 by ana=
lysing test results for hospital-based blood donors and overseas Filipino w=
orker candidates. They found that HIV is rare in these groups in the Philip=
pines and that overseas worker candidates do not constitute a high-risk gro=
up for HIV.

 polystyrene beads augments mass drug administration to produce lower trans=
mission levels of lymphatic filarial infection <http://www.who.int/bulletin=

d scorecard programme <http://www.who.int/bulletin/volumes/85/2/06-033746.p=
df>  was used in Afghanistan to measure health service performance. Anthony=
 D Harries et al. analysed Malawi=92s mechanism for distribution of antiret=
roviral (ARV) drugs <http://www.who.int/bulletin/volumes/85/2/06-032060.pdf=
> , which is designed to avoid interruptions in supplies that lead to drug =
resistance and treatment failure.
