Dear reader,
In this month's Bulletin <http://www.who.int/bulletin/volumes/85/12/en/inde=
x.html> :
Special issue: public health education
Ritu Sadana and Alena Petrakova introduce this theme issue on public health=
education <http://www.who.int/bulletin/volumes/85/12/07-049247.pdf> and c=
all for schools and programmes to evaluate the practices and tools that the=
y are using to drive public health education towards improving population h=
ealth and health equity.
Linking education and practice
Training needs to respond to na=ADtional health priorities and countries' p=
ublic health practices, argue Viroj Tangcharoensathien and Phusit Pra=ADkon=
gsai in an editorial focusing on public health education in the re=ADgions =
<http://www.who.int/bulletin/volumes/85/12/07-048587.pdf> . In the context =
of monitoring the health-related Millennium Develop=ADment Goals and the em=
ergence of new infectious diseases, they cite the Field Epidemiology Traini=
ng Programmes as a good example of how to link educa=ADtion and practice.
In the news
Theresa Braine tracks the development of public health education <http://ww=
w.who.int/bulletin/volumes/85/12/07-011207.pdf> from its early colonial ro=
ots to the present day and describes how the sector is expand=ADing, partic=
ularly in developing coun=ADtries. She illustrates the growing trend toward=
s public health education with portraits of six public health schools and a=
snapshot table with details about a dozen public health schools across the=
world offering master's of public health (MPH) degree courses. Mean=ADwhil=
e, Paulo Buss <http://www.who.int/bulletin/volumes/85/12/07-101207.pdf> , P=
resident of Brazil's renowned Oswaldo Cruz Founda=ADtion, describes how his=
country built its public health education system by setting up courses, de=
veloped by the foundation, throughout Brazil's 27 states.
Public health debate
Until the 1990s, specialist pub=ADlic health practice in the United Kingdom=
was dominated by the med=ADical profession. However, during the past decad=
e the contributions of peo=ADple from other professions have been recognize=
d. F Sim et al. analyse how the United Kingdom addressed the challenges of =
recruit=ADing and training <http://www.who.int/bulletin/volumes/85/12/07-04=
4289.pdf> the range of people required for public health practice. In a re=
search paper, Richard F Heller et al. assess how the availabil=ADity of fre=
e and open-source education materials <http://www.who.int/bulletin/volumes/=
85/12/07-044388.pdf> on the Internet could help improve public health educ=
ation in low- to middle-income countries. Kebogile Mokwena et al. describe =
the innovative approach used by South Africa's National School of Public He=
alth to train more public health personnel <http://www.who.int/bulletin/vol=
umes/85/12/07-044552.pdf> by using online courses that allow students to s=
tudy at their own pace in their own countries. In the base paper of a Round=
Table discussion, Alena Petrakova and Ritu Sadana emphasise the timeliness=
of a debate on the relevance and direction of public health schools <http:=
//www.who.int/bulletin/volumes/85/12/07-046110.pdf> . In a research paper, =
CB IJsselmuiden et al. investigate advanced public health education in Afri=
ca <http://www.who.int/bulletin/volumes/85/12/07-045526.pdf> and report th=
at 55% of countries do not have any form of postgraduate public health prog=
rammes. The fragmented Swiss health-care system is the second most expensiv=
e worldwide. Ursula A Ackermann-Liebrich et al. describe the symbolism of t=
he creation of the Swiss School of Public Health <http://www.who.int/bullet=
in/volumes/85/12/07-044784.pdf> , which is the result of a merger of public=
health schools at six major universities.
Public health classic
Elizabeth Fee and Liping Bu illustrate the power of innovative thinking by =
examining the trailblazing models of public health schools <http://www.who.=
int/bulletin/volumes/85/12/07-044883.pdf> set up in the early 20th century=
as described in the Welch-Rose Report of 1915. The schools - in China, the=
United States of America and the former Yugoslavia - demonstrate the diver=
sity of possible models for public health education.
Monitoring immunization
In an editorial, A Dabbagh et al. advocate strong systems for surveil=ADlan=
ce and programme monitoring as key components for achieving immu=ADnization=
goals <http://www.who.int/bulletin/volumes/85/12/07-048223.pdf> .
Transplant tourism
Luc No=EBl introduces a mini-theme on transplant tourism <http://www.who.in=
t/bulletin/volumes/85/12/07-049734.pdf> and underscores WHO's view that the=
sale of cells, tissues or organs for transplan=ADtation should be banned. =
Scarcity of precise information inspired Yosuke Shimazono to gauge the scal=
e of the international organ trade <http://www.who.int/bulletin/volumes/85/=
12/06-039370.pdf> by reviewing media reports, journal articles and other ma=
terial. He con=ADservatively estimates that the number of people who underw=
ent commercial organ transplants overseas was around 5% of all recipients i=
n 2005. Annette Schulz-Baldes et al. look at how the commercialization of h=
uman tissue and cell products <http://www.who.int/bulletin/volumes/85/12/06=
-038703.pdf> has increased the risk of clinically unsafe and unethi=ADcal =
practices.
Pandemic plans
Sandra Mounier-Jack et al. update their 2005 evaluation of how prepared Eur=
ope is to deal with pan=ADdemic influenza <http://www.who.int/bulletin/volu=
mes/85/12/06-039834.pdf> . While progress has been made in the intervening =
period, they identify problems such as gaps in border control plans.
Diplomacy and health
The interface between trade and health <http://www.who.int/bulletin/volumes=
/85/12/07-045856.pdf> is on the cutting edge of global health diplomacy, w=
rite Ilona Kickbusch et al. in a perspective. Foreign policy is now being d=
riven substan=ADtially by health to protect national security, free trade a=
nd economic ad=ADvancement, they say. But this exciting new field of study =
requires conceptual development and practical training programmes.
