Dear all,
CIEL is happy to announce the publication of "Putting Health on the Fast
Track: Compliance with the Doha Declaration on Public Health as a Principal
Negotiating Objective for Trade Promotion Authority". The paper critiques
the failure of the United States Trade Representative to comply with the
Congressional TPA mandate on public health in its free trade negotiations,
examines some of the reasons for that failure, including a lack of
specificity and clarity by Congress, and suggests ways to ensure compliance
regardless of whether TPA is renewed by Congress. The paper's analysis
points to the need for the US Congress to reassert its full and proper
constitutional role in shaping and determining US trade policy, and to
restore transparency and accountability. (Available at
