Subject: Follow-up to report of the Commission on Intellectual
Property, Innovation and Public Health

Resolution WHA59.24 calls for, inter alia, the establishment of an
intergovernmental working group (IGWG), open to all Member States to
draw up a global strategy and plan of action. The following structure
and process will be put in place in order to address this.
Secretariat support within WHO.
(a) The person leading the effort, entitled Representative of the
Director-General on Intellectual Property, Innovation and Public
Health will be Dr Howard Zucker. The Director-General Representative
functions will be additional to his role as ADG/HTP.
(b) The DG Representative will be supported by:
- an in-house steering committee of ADsG and regional offices;
- a permanent secretariat headed by an Executive Secretary - Dr Elil
Renganathan. Dr Renganathan was Director, WHO Mediterranean Centre
for Vulnerability Reduction in Tunis.
The Secretariat will include seconded staff and advisory services
from outside organizations. See Annex for the structure.
The process of consultation is outlined below.
September 2006 Preparation of issues paper (October deadline)
August - September 2006 Regional Committee discussions
September 2006 Start work on current mandate recommendations
October - November 2006 Hearing sessions
4-8 December 2006 IGWG
January 2007 Progress report to EB 120 in preparation for WHA60
May 2007 WHA 60
The IGWG meeting on 4-8 December 2006 will decide on the way the
process is taken forward.
