Greetings from Geneva.
  Today at the second session of the Human Rights Council here in Geneva, B=
razil tabled a draft resolution on access to medication, which would mandat=
e the UN Secretary General to conduct a study in the impact of intellectual=
 property on access to medications, especially for HIV/AIDS, malaria and TB=
. The first round of negotiations is scheduled for this afternoon. The draf=
t resolution pasted below.

OF 15 MARCH 2006 ENTITLED =93HUMAN RIGHTS COUNCIL=94  Brazil:  draft resolu=
tion  2006/=85    Access to medication in the context of pandemics such as =
                  HIV/AIDS, tuberculosis and malaria
  The Human Rights Council,
  Recalling all the previous resolutions concerning the access to medicatio=
n in the context of pandemics such as HIV/AIDS, tuberculosis and malaria th=
at were approved by the Commission on Human Rights; and
  Considering the operative paragraph 6 of the General Assembly Resolution =
60/251 that has established the Human Rights Council;
  1. Requests that Secretary-General to continue to solicit comments from G=
overnments, United Nations organs, programmes and specialized agencies and =
international and non-governmental organizations on the steps they have tak=
en to improve access to medication in the context of pandemics such as HIV/=
AIDS, tuberculosis and malaria and to submit the report to the Human Rights=
 Council, at its fourth session;

  2. Also requests the Secretary-General, based on consultations with Gover=
nments, United Nations organs, programmes, specialized agencies and interna=
tional and non-governmental organizations, to conduct a study on the possib=
le impacts of intellectual property rights on the access to medication in t=
he context of pandemics such as HIV/AIDS, tuberculosis and malaria and on t=
he possible means of exploring new and innovative financing mechanisms whic=
h can help to improve the access to the medication that fight those pandemi=
cs and submit the report to the Human Rights Council, at its fourth session=
.
