The Swiss chair of the WHA drafting group has just issued a proposal,
which includes both the CIPIH and the R&D resolution.
The new resolution is 5 pages of paragraphs that are in, and a 3 page
annex of paragraphs that are out.
Here is what the Swiss want OUT:
Any mention of the public domain, open science, the human genome
project.
The call for no-TRIPS plus in bilateral trade agreements.
and my personal favorite, the sentence:
"recognizing that intellectual property rights are one of several
important tools to promote innovation, creativity, and the transfer
of technology."
the words "GLOBAL FRAMEWORK"
WHAT IS IN:
16 paragraphs from the Kenya brazil resolution (some with brackets)
13 para from CIPIH resolution.
Some new text.
Basic strategy by Swiss...
No suggestion that IPR is not main instrument to promote R&D.
Efforts to limit the resolution "diseases that disproportionately
affect developing countries," which is far more limited than the Doha
Declaration use of the term "public health problems," or the more
general references to priority health care research.
By use of examples, to emphasize only issues of communicable
diseases, despite evidence in CIPIH report that non-communicable
diseases are important in developing countries.
