[Ip-health] UK model research agreements between business and universities.

At a recent event by a UK think tank (IPPR) the UK Minister for Science
and Innovation presented a paper which was in essence an overview of the
UK Govts approach to all IPRs. On the section on patents he spoke highly
about the 'Lambert Model Agreements'+ toolkit which provide amongest other
things model agreements for research  partnerships between business and
universities. One of the key principles is that if  the  sponsor pays
roughly the full economic cost of the project they get in return  a non
exclusive , royalty free licence. Pharma companies in the Uk and US have
been major users of this agreement.

This is a good contribution to the debates we are having at national and
international fora. In deabtes about the reduction or most often expansion
of IPRs, various cost/ benefit approaches are used. One difficulty is how
to put a 'value' on the public domain. Rufus's essay is an attempt to do
just that.

The Value of the Public Domain was published last friday by the IPPR as a
part of a set commissioned for their project on IP and the Public Sphere.
You can download the paper from the IPPR website in pdf form via this

It is is available under v2.5 of the Creative Commons attribution
licence so feel free to use, reuse and redistribute!

In addition to the paper the IPPR will be making available the recording
of the event which included talks from Lord Sainsbury, Chris Parker of
Microsoft, and Richard Jennings who is Head of Consultancy Services at
Cambridge Enterprise.
