It's supposed to be just a technical cooperation agreement between France's=
Institute of Intellectual Property and India's Department of industrial po=
licy - not a substance agreement.
Areas for cooperation are training on IP, skill sharing on automation of IR=
P searches and examination of IPR requests, awareness raising, and studies.
In the past, the French patent office has used such technical cooperation a=
greements as an lobbying vessel to impose TRIPS+ IP - the best example bein=
g the 1999 IP reform in West Africa. I expect that the most pro-IP elements=
within the Indian government must look favourably at a repeat of stunt on =
India.
What's surprising though, is why would India choose France for this ?
Khalil.
