[Ip-health] suspended talks on pharmaceuticals in KORUS FTA

According to Korean Ministry of Trade, the negotiations in
pharmaceutical subcommittee has been suspended from Tuesday afternoon.
USTR opposed Korean government's plan on new drug reimbursement
pricing system. USTR denied further negotiations and did not appear on
the table.

Korean government announced to change the pricing system from negative
list to positive list in May.  Wendy Cutler, Assistant USTR and Chief
Negotiator, said "The proposed positive list system could end up
discriminating against innovative drugs and thereby limiting the
access of Korean patients and doctors to the most innovative drugs in
the world."
