Things have gotten remarkably better this afternoon, in terms of the
tone, energy level, and specific proposals and measures that are
being discussed.
Many of the delegations are referencing the document A/PHI/IGWG/1/2,
which includes 60 of the CIPIH recommendations.

Thailand is emerging as a strong leader in the meeting. Brazil is
leading for Latin America. A number of countries in Africa have made
comments. The USG and EU comments have been largely constructive.
The room here is enormous, and full of people, and it is quite moving
for me to watch this group of national governments, NGOs, PDPs,
pharma companies and others focus on the issues of access and
innovation, as if both mattered.
