[Ip-health] chair selected at IGWG

The WHO IGWG meeting got underway this morning with Assistant
Director-General-Advisor to the Director General Denis Aitken presiding,
with the intention that a chair and five vice chairs representing all six
WHO regions be appointed after lunctime deliberations. The meeting has now
reconvened,with the following appointments:

The chair is Peter Oldham, Counsellor of the Canadian Mission in Geneva.
Vice chairs will be the Netherlands, Libya, Kenya, Singapore, and India.
Kenya will serve as rapporteur.
