Perspectives Series seminar on Monday, 4th September 2006 at the=0D

Topic: Linking Intellectual Property, Innovation and Development: Some=
=0D
Evidence from the Indian Pharmaceutical Sector=0D
=0D
Innovation is the process of acquiring technological knowledge and building=
=0D
further upon it, from a variety of market and non-market institutions.=
=0D
Diverse perspectives have been expressed on how intellectual property=
=0D
rights as contained in the present multilateral regime will affect the=
=0D
building of innovation systems in developing countries. Resolving the=
=0D
linkages between intellectual property rights and innovation will be=
=0D
critical for the design of innovation policies that promote local=
=0D
development in developing countries. Dr. Gehl Sampath=E2=80=99s pape=
r, to be=0D
presented at the seminar, seeks to establish a framework that analyses the=
=0D
inter-linkages between innovation and intellectual property in order to=
=0D
draw policy-relevant conclusions for developing countries. It uses=
=0D
empirical data collected in 2005 in the Indian pharmaceutical sector to=
=0D
corroborate the theoretical predictions on how intellectual property rights=
=0D
affect sectoral growth, access to technologies and dynamic capabilities=
=0D
building, and access to medicines in developing countries.=0D
=0D
About South Innovation Perspectives Series seminars=0D

The seminar series, presented by the South Centre on a quarterly basis,=
=0D
aims to provide a forum where cutting-edge research and ideas on=
=0D
innovation, access to knowledge and intellectual property, from a=
=0D
development perspective, are presented and debated. Speakers are=
=0D
researchers and policy analysts especially from the South who focus their=
=0D
work on key issues for developing countries and the international community=
=0D
more generally.=0D
=0D
By presenting key research findings and ideas in Geneva, the seminar series=
=0D
plays an important role in linking local/national circumstances and=
=0D
challenges, and the norm-setting activities in various international=
=0D
institutions and process. By engaging negotiators and key players in=
=0D
international processes, the seminars will also contribute to promoting=
=0D
evidence-based norm-setting in key institutions such as the World=
=0D
Intellectual Property Organization (WIPO), the World Health Organization=
=0D
(WHO), the World Trade Organization (WTO), among other organisations and=
=0D
processes=0D
=0D
About Dr. Gehl Sampath=0D
=0D
Padmashree Gehl Sampath has been working at UNU-INTECH, now UNU-MERIT,=
=0D
(United Nations University Maastricht Economic and Social Research and=
=0D
Training Centre on Innovation and Technology) from the autumn of 2002. She=
=0D
has a doctoral degree in Law and Economics, and her research specialization=
=0D
is on issues of innovation and intellectual property, with a particular=
=0D
emphasis on pharmaceuticals/health, and other issues relating to the global=
=0D
protection of intellectual property rights in developing countries. She=
=0D
actively participates in international discussions around the TRIPS=
=0D
Agreement and issues of capacity building in developing and least developed=
=0D
countries. She is also the Coordinator of UNU-MERIT Research Seminar=
=0D
Series, which brings together scholars working on issues of innovation,=
=0D
technology and development. Dr. Gehl Sampath has consulted various UN=
=0D
organisations, including the WHO and the United Nations Conference on Trade=
=0D
and Development (UNCTAD), the European Commission and the German Government=
=0D
on intellectual property rights and health innovation issues. She has=
=0D
published several articles and book chapters on these topics, and recently=
=0D
completed the book: Regulating Bioprospecting: Institutions for Drug=
=0D
Research, Access and Benefit-Sharing (UNU Press, 2005). Dr. Gehl Sampath=
=0D
is also affiliated to the Institute for International and European=
=0D
Environmental Policy in Berlin, as a policy advisor.=0D
=0D
