On the occasion of the XVI International Conference on AIDS in Toronto,=0D
MSF is releasing a detailed analysis of the challenges associated with the=
=0D
WTO August 30th Decision, allowing generic pharmaceutical manufacturers to=
=0D
export life-saving medicines to developing countries, and with Canada's=0D
implementation of the Decision through its Jean Chr=C3=A9tien Pledge to Afr=
ica.=0D
=0D
MSF was amongst the first to attempt to use the international decision, by=
=0D
placing an order for antiretroviral drugs to patients in our field=0D
projects.=0D
=0D
But two years on, not a single pill has yet left Canada.=0D
=0D
In the report - =E2=80=9CNeither expeditious, nor a solution: the WTO Augus=
t 30th=0D
Decision is unworkable=E2=80=9D, MSF provides a step by step review of the =
hurdles=0D
that block access to key therapeutic products under the WTO Decision. It=0D
also assesses the complications added to the WTO mechanism by the Canadian=
=0D
government when it drafted its domestic legislation.=0D
=0D
With international patent protection enforced on a country-by-country=0D
basis worldwide, the doors to generic production and export are closing=0D
fast. As a result, millions will have no option but to wait out the 20=0D
year patent terms before they can have access to essential medicines. It=0D
is therefore vital to address the failings of the WTO Decision, and of the=
=0D
Canadian law, so that essential medicines can be exported to countries=0D
which cannot produce their own drugs.=0D
