Big-Pharma has gone on a very huge campaign to scare people on parallel
trade.   As if it has not worked fairly well within Europe.  But it
might be a good idea to introduce a better idea...  or reintroduce a
better idea.

Rep. Sherrod Brown has in the past had a bill that would issue
compulsory licenses on patents when the prices exceeded a reference
price of Canadian and European prices.   This would privide price parity
between the US, Canada and Europe, without formal price controls, and
without having to worry about regulating parallel trade.

It should be connected also with a proposal to enter into a negotiation
on the percent of GDP that Europe should invest in Health Care R&D (both
public and private).
