[Ip-health] call for papers--DEVELOPING WORLD BIOETHICS--Distribution of Resources

Developing World Bioethics announces a special issue on =E2=80=98Distributi=
on of Resources=E2=80=99 in 2004, to be guest edited by Darrel Moellendorf =
and Michael J. Selgelid. We invite submissions on all ethical aspects of me=
dical resource distribution relevant to developing countries.  Topics of in=
terest include, but are not limited to:

=E2=80=A2=09Distribution of research resources =E2=80=93i.e. the 10/90 divi=
de whereby less than 10% of health research funds focus on 90% of the globa=
l burden of disease.

=E2=80=A2=09The importance of advanced vaccine, drug, and diagnostic develo=
pment (for infectious diseases such as AIDS, TB, and malaria).

=E2=80=A2=09The adequacy, justification, and strategy of the Global Fund to=
 Fight AIDS, Tuberculosis, and Malaria.

=E2=80=A2=09Cost-effectiveness of antiretroviral therapy compared to other =
basic health care services.

=E2=80=A2=09The importance of infrastructure.

=E2=80=A2=09The status of public health care systems.

=E2=80=A2=09Utilitarian, egalitarian, and human rights analysis of current =
health care distribution.

=E2=80=A2=09 The responsibility of the international community=E2=80=94vers=
us the state=E2=80=94to promote health in poor countries.


Theoretical and empirical contributions, from either domestic or internatio=
nal perspectives, are welcome.  Explicit ethical analysis, however, is nece=
ssary.

Submissions should use endnotes conforming to the Bioethics style as given =
on the web page, www.blackwellpublishers.co.uk/journals/bioethics/. Authors=
 should include with their paper, full contact details (especially email), =
a brief abstract (250 words), and a few lines of biographical information, =
all in a single electronic file using Word 97 or WordPerfect 8.

Submission deadline: August 18, 2003; by email (preferably) to the managing=
 editor at biomanag@health.wits.ac.za. Authors should also send ONE hard co=
py (by airmail) also to arrive by August 18, to Romi Fuller, Managing Edito=
