[Ip-health] Papers from December 4, Columbia R&D workshop

The December 4, 2003 workshop at Columbia on R&D was very well attended,
and in my opinion it went quite well. At the conclusion, Jeff Sachs
announced there would be a two day follow up event on May 21-22. Most
