INTRODUCTION:
Objectives of the Programme
In the context of the World Health Organization (WHO) medicines strategy
(Resolution WHA 54.11) and the Revised Drug Strategy (Resolution WHA
52.19), WHO is mandated to cooperate with its Member States, at their
request, and with relevant Organizations to: (1) assist Member States to
develop pharmaceutical and health policies related to international
agreements; and (2) monitor, analyse, study and report on existing and
future health implications of international trade agreements.

Description of duties
The incumbent will carry out the assigned tasks described below under
the guidance and supervision of the DAP Team Coordinator. She/he will
operate within the EDM/DAP team and will closely collaborate, primarily
with DAP staff, for issues such as monitoring and support to countries.
She/he will develop and maintain collaboration with partners such as
recognized experts, representatives of Member States, International
Agencies, NGOs and collaborating centres.

The incumbent will undertake the following tasks:
- Monitor information related to TRIPS and share it with relevant staff,
experts and partners. Assist DAP Team Coordinator in drafting of
briefing notes and other technical papers.
- In accordance with WHO's role as Observer to the WTO Council for
TRIPS, assist DAP Team Coordinator in monitoring all relevant issues
under discussion at WTO that may have implications for the health
sector.  - Coordinate the work of the WHO Network for monitoring the
impact of globalization and international trade agreements on access to
drugs. - Provide technical input to DAP regional focal points for
addressing TRIPS related issues in countries and regions and assist them
in the organisation of national and regional workshops on globalization,
TRIPS and access to medicines.
- Provide technical input to EDM research studies on TRIPS and perform
other duties as requested by DAP Team Coordinator.


QUALIFICATIONS REQUIRED:
Education
University degree in law, political science or economics.

Skills and Competencies
- Proactive and creative approach to work.
- Excellent communication and writing skills and team spirit.
- Ability to work with a minimum of supervision and often under
considerable time pressure.
- Ability to work effectively in multi-cultural environment.

Experience
- Over five years' experience of working on issues related to the
implementation of intellectual property rights in developing countries.
- Experience of working on issues related to the impact of the new
intellectual property rules in the health sector would be an advantage..


Languages
Excellent knowledge of English or French with a good working knowledge
of the other language. Working knowledge of Spanish an asset.

The Organization reserves the right to assign the position at the P.03
grade if the candidate does not fully meet academic qualifications and

Annual salary (Net of tax)
US$ 58,041 at a single rate.  Post Adjustment: 48.50 % of the above
figures. This percentage is to be considered as indicative since
variations may occur each month either upwards or downwards due to
currency exchange rate fluctations or inflation.
