In the message posted by Jamie it was said that
"Under the bilateral trade agreement (BTA) with the United States, which
came into force on Dec 10 last year, Vietnam has to comply with World
Trade Organisation protection standards within 30 months of that date".

Actually, Switzerland had already signed an agreement in July 7th, 1999,
in which Vietnam had to comply with a level of IP protection "at least"
equal to the TRIPS, before January 1st, 2002 (art 3 of the agreement).
