Dear All,
I am a senior at Brown University who has read this
list serve for months now and is in the process of
writing an honors thesis in Political Science. I am
specifically looking at the debates over the TRIPS
agreement and endeavoring to understand the role of
liberal, normative arguments (ie. individuals have a
right to health, states have an obligation to protect
the health of their citizens) in the evolution of
international law, and more specifically, in the
drafting of the recent declaration on TRIPS and Public
Health. Do any of you have any theories or
suggestions about where I could get more
information/analysis about what happened at Doha?
What factors led developed nations to move from the
hard stance taken in the original position paper
before the meeting to recognizing the public health
obligations expressed in the Declaration? (ie. a fear
that the trade talks would fall apart if no compromise
was reached, the intense media coverage of debate over
TRIPS and AIDS drugs, a sudden recognition of the
obligation "right to human help", a willingness to
take a weaker stance on TRIPS in order to reach
agreements on other issues... )
Any suggestions you might have about where I could get
more analysis on this would be very much appreciated.
Please CC your response to leahbwork@yahoo.com.
