[Ip-health] SA U turn on AIDS treatment policy

The South African government has made a U turn on its AIDS policy. For 
details see the full cabinet paper

The new policy includes a section on ARVs and mentions efforts to reduce the 
cost of ARV medication including:" discussions with producers of main drugs, 
access to the Global Fund and investigating production of generics".

This is great news on the day of the one year anniversary of the Pretoria 
court case when the 39 drug companies dropped their case against the South 
African governement's medicines act.
