Dear Friends -- The deadline for signing the FCTC is June 29th -- only 5
weeks away -- and there are still countries that have not yet signed. I am
hoping you can help.
Pasted below is a sample letter requesting that countries sign the FCTC.
Please adapt the letter as you see fit and take the following steps:
1) send it to the countries listed below, ideally to the Minister of Foreig=
n
Affairs. I have managed to get some contact information from the website of
the Framework Convention Alliance (http://fctc.org/sign_rat/clistA.shtml)
but this is not comprehensive. Hopefully some of you will have better and
more up-to-date contact information.
2) contact anyone you know in the NGO or government sector in these
countries and ask that they step up efforts to get their country to sign
before the June 29th deadline.

progress.

Framework Convention on Tobacco Control (FCTC). The FCTC was adopted
unanimously by the 56th World Health Assembly on May 21, 2003. To date, it
has been signed by 116 countries and the European Community. Sixteen
countries have taken the further step of ratifying the treaty. Attached
please find a list of those countries that have signed the FCTC. An updated
list of signatories is maintained on the WHO web site at www.who.int/tobacc=
o

We are hopeful that (NAME OF COUNTRY) will indicate its support for the FCT=
C
by signing the treaty before the June 29, 2004, deadline. The WHO reports
that there are some 5 million deaths worldwide annually from tobacco use, a
total that will rise to 10 million per year by 2030 if current global
tobacco use trends continue. The FCTC is designed to curb this tragic toll=

Signing costs nothing and does not require any legislative amendments.
Signing the FCTC can be accomplished by authorizing someone at your UN
Mission in New York to sign on your country=B9s behalf. A sample letter of
