ANR asks all U.S. smokefree advocates to help bring pressure on the
United States government to sign and ratify the FCTC treaty. Governments
have only until June 29, 2004 to sign the treaty, so swift action is
necessary.
In May 2003, the World Health Assembly adopted the Framework Convention
on Tobacco Control (FCTC), the world's first tobacco control treaty. The
FCTC addresses many tobacco control issues, including the rights of
nonsmokers. It requires that all parties adopt at the national level,
and actively promote at other levels of government, effective measures
"providing for protection from exposure to tobacco smoke in indoor
workplaces, public transport, indoor public places and, as appropriate,
other public places."
The FCTC has now been signed by more than 95 countries and ratified by
9, but it will not take effect unless ratified by 40 countries. The
United States, which was under tremendous pressure from the tobacco
industry not to support the FCTC last May, did so only reluctantly, and
there is, thus far, no indication of any movement by the U.S. toward
signature and ratification.
Some Easy Things You Can Do to Help:
1)Contact Secretary Thompson and President Bush. Send a brief note or
call urging the administration to ratify the FCTC. A sample letter, if
you need one, can be found on the Framework Convention Alliance website
at http://fctc.org/action/encourage_sign.html or by calling ANR at
510-841-3032 for a copy.

2) Informally "sign" the FCTC Treaty. Although only nations can formally
sign or ratify the treaty, non-governmental organizations and
individuals can informally "sign" the treaty as a show of support. Sign
by going to http://www.fctcnow.org/ or by calling ANR at (510) 841-3032
for a copy.
3) Visit the Framework Convention Alliance website at
http://www.fctc.org/ to find out more about what you can do to help
encourage the U.S and other nations to sign and ratify the FCTC.
