Dear friendsWe've now completed a commentary on the Working Group texts
for INB-4, the next meeting of the WHO Framework Convention
on Tobacco Control - 18-23 March 2002. It's available on the ASH web
site (see below) or by e-mail from me if you want it and can't access
it from the web.The aim of this is to give delegates the best options to
select from the bracketed texts by proposing which bits should be
included and which deleted, and to propose new wording if necessary. It
is not a 'model treaty' - but a delegate's guide to the texts that will
be on the table at INB-4. I hope it will also be useful to NGOs
planning to attend INB-4. It covers the main topics of the FCTC -
tobacco control programmes, advertising, descriptors, regulation,
disclosure, warnings, smuggling, tax, ETS, youth prevention, treatment,
trade, liability, growers, funding, co-operation, and various
institutional concoctions. I'll be circulating this in the next few
days to delegates. It is available from the ASH web site home page
