[Intl-tobacco] list update

Friends:

I've been away for much of the past three weeks, which accounts for the
list being so quiet. There have been a series of interesting international
tobacco developments during that period. I am about to send out a series
of clips relating to those developments -- sorry to burden your in boxes,
but I'm actually being more selective than usual in what to pass on. I'm
sure you'll find at least some of the following set of clips useful and
important. After this flurry, the list should return to normal levels of
traffic.
