The National Council on Tobacco and Health wants to introduce a total ban
on smoking in all bars and restaurants within three years.

The reason is that laws governing smoking are not working satisfactorily.

Up to now, bars restaurants have been charged with providing smoke-free
areas for their customers, but many have not complied with this.

Director of the Tobacco Council, Liv Urdal, says that workers in the
restaurant trade must have a reasonable work environment.

A new study shows that 32 percent of all adult Norwegians were smokers in
1999. The number is the same for both men and women.

In the age group 16-24 there was a reduction from 32 to 28 percent last
year.
