Note: No country has signed it yet.
Regarding the status of the convention: member states are waiting
for a draft report to come out from The Hague Conference. The member
states will hash out the report first. The report might not be
published until late spring 06 at the earliest.
Then states will begin to look at ratification. It could take a while.
In other words, it is not an instrument in use yet. We do not even
know if the US will even sign it.
