    Consumer group and NGOs have been asking for exclusion of non negotiated 
    contracts and now US tech cies are asking for the same thing.  Maybe 
    things will change? At the last consultation, it looks as if only BSA 
    was in favor.

That is very encouraging news.  Maybe the FSF and other organizations
could mobilize public comment on this.  Do you think it would help?
If so, precisely where should we tell people to address their
statements?
