Are you interested in seeing how an international treaty is drafted?  There will be a public annoucement for this meeting organized by the State Department and the USPTO but in case you want to mark your calendar:

An expert meeting on the intellectual property issues related to the draft Hague convention on jurisdiction and enforcement of judgments will be held on Monday, March 29 and Tuesday, March 30, 2004.

According to USPTO, the goal of the meeting is to bring Hague delegates (from many member states) together with representatives of industry, trade associations, bar associations, non-governmental organizations, and other interested parties to consider in more detail those aspects of the draft Hague Convention that bear on intellectual property interests and concerns. 

The all-day public session will be on Monday, March 29, from 9:00 am to 5:00 pm.  NGOs will be invited to give their views on the current draft text and to exchange ideas with government delegations.

After this session, a break-out group of Hague Member State delegates will convene as a drafting "seminar" through lunch on Tuesday 30 March.  

The public session will reconvene on Tuesday, March 30, from 2:00 to 5:00 pm, to receive a report from the drafting seminar, and give all participants a chance to comment on that report (including any drafts that may be emerging).

Issues that will be discussed include: 
-- the scope provisions in Article 1, including the chapeau sections of paragraphs (3) and (4), and subparagraphs (3)(k) & (l); 
-- Article 6 on interim measures of relief; 
-- Article 7 on recognition and enforcement, including proposals made by the European Union Working Document 28 at the December session. 

A detailed agenda will be provided later.
