that tFYI: The Special Commission that met December 1-9, 2003 was of the 
view that a further meeting of 4 to 5 days would be needed to finalise 
the text of the preliminary draft Convention before submitting it to the 
XX^th Session.   It looks as if the Permanent Bureau has set a date for 
next Special Commission:  April 21-27, in The Hague.
