Without getting into the guts of immigration policy, which is
outside my area of expertise, I don't see those statements as
contradictory. That a particular total of company-wide new hires
took place doesn't preclude the existence of specific qualified and
desirable potential hires that were designated but unable to be
actually hired due to H-1B restrictions.
