There are two separate but related entities with the same acronym:
European Patent Office and European Patent Organisation
The Organisation is the group of countries that are signatories to
the European Patent Convention.  It oversees
the European Patent Office, which is the executive arm that examines
patents, conducts oppositions, etc.  EPO
usually means the Office because the Organisation rarely does
anything that is publicly visible.  See
