... This report recognises that industry has taken steps to address
consumer concerns about lack of disclosures about CCT and DRM
technology on particular
products. ... Governments should take action to prevent failures to
disclose information concerning CCT and DRM technology (i) that
deceive consumers, or (ii) that are otherwise likely to cause
substantial injury that consumers cannot reasonably avoid and that is
not offset by benefits to consumers or competition.
