If you take a close look at the paper, you will see that the argument in
favor of IP is purely rhetorical--there is no evidence-based data
indicating that IP is somehow involved in this problem, or that "high-IP"
countries somehow do better (paradoxically, the report identifies China, a
low-IP country, as a potential competitive threat). This is not unusual,
of course, since most increases in IP are not due to hard economic
analysis but, instead, are due to lobbying by IP industrial groups.
