[Ecommerce] Public-Artists Alliance sign on letter re global license

Rough translation:

A sign on letter on ALLIANCE public artisites is available at
(<a>www.lalliance.org</a>).  The signatories ask that the parliament
adopts the optional  global license  online.  This global license is
the authorization to get access to cultural content (music, videos,
images, texts) on the internet, to share them exclusively for non
commercial uses.  If one accepts this license, one must pay a
remuneration of about less than 10 euros per month in addition to a
subscription to an internet provider.  This remuneration is
redistributed to artists based on download.

public.artsites (<a>www.lalliance.org</a>) pour que le parlement
adopte d=E9finitivement la licence globale optionnelle sur internet.
Cette licence globale, c'est une autorisation qui nous est donn=E9e
pour acc=E9der =E0 des contenus culturels (musique, images, films,
textes) sur Internet et les =E9changer entre nous, exclusivement =E0 des
fins non commerciales. Si on accepte cette licence, on doit payer en
contrepartie une r=E9mun=E9ration estim=E9e =E0 moins de 10EUR par mois, en
plus de l'abonnement Internet. Cette r=E9mun=E9ration est redistribu=E9e
aux artistes en fonction de l'audience des oeuvres =E9chang=E9es.
