I left late last night, while the 3 break out groups were still
working. Apparently the 3 groups did not make enough progress to
merit a long evening session, so when then finished, the came back
into the main room, and after a few minutes, adjourned until this
morning.
This morning they passed out the new text, which is
WSIS-II/PC-3/DT/15 (Rev. 3)-E
http://www.itu.int/wsis/docs2/pc3/working/dt15rev3.doc
Civil Society groups have given some statements. The Africa Group
noted it was did not have enough negotiators to staff all of the 3
breakout groups, and had just seen the new document, and they would
have some further comments.
Chair, what should we do?
Should we end this exercise? Should we have small groups negotiate
compromises? Should we work as the larger group?
3 ideas. 1. No bad outcome. 2. No change. 3. Find a consensus
where we have common ground (what he wants).
now graph by graph...again
