The US has been opposed to the forum since we in civil society first started
proposing it two years ago.  Hence their efforts over the past days to
narrow it down to nothing in terms of mandate and then give it to ISOC
rather than the UN.  They may grudgingly go along in the end because the
only opposition has been US, ISOC, and the ICC, so it's becoming an
unsustainable effort.
