The Chapeau for para 76.....
The Singapore Chair is pushing LIKE CRAZY for ISOC to be the
secretariat for the Internet Governance Forum. No discussion yet of
the obvious conflict of interest, which is the millions of dollars
that ISOC gets from its control of .org, which it gets from ICANN. I
asked to speak, but was told by the Chair that civil society cannot
speak in this meeting.
Australia, US, Singapore, push ISOC big time here. US, wants to use
ISOC, as a representative of many stockholders, lots of expertise
that not available from the UN.
China asks that ISOC not be specifically identified. Uganda asks
that ISOC not specifically be identified. Brazil asked that ISOC
not specifically be identified. They all make the same point.
Lots of groups have technical expertise. Why single out ISOC?
Well, the original chapeau gets trashed, and this is what is left
76. We ask the Secretary General of the United Nations, in an open
and inclusive process, to establish, by the second quarter of 2006, a
new forum for multi-stake-holder policy dialogue - called the
Internet Governance Forum (IGF) --[initially for a period of five
years] with a mandate to:
....
8:23 Tunis time.
