6:08 Tunis time.

I'm at WSIS, in Tunis, where discussions are ongoing on the Internet
Governance issue.  I'm running into people I have not seen for a
while, since I stopped going to ICANN meetings a few years ago.

I'm in a meeting right that was organized by Canada, with a moderated
discussion by several governments about the negotiations on a
statement about Internet governance.  Among the points that are being
pushed, are that Internet Governance should:

* be a multi-stakeholder,
* be pro-market,
*  use existing arrangements or organizations, such as ICANN,
* be light touch and proportionate,
* essential to safeguard security and stability,
*many governments have expressed desire for increased public policy
involvement in Internet Governance,

Some other comments:
Timing might not be right for new organization.
Status quo is evolutionary


Brazil, pre-mature to say no new governance structures
UK, wants a little more info on what public policy issues people want
addressed.
Brazil, others, Look to WGEG report on what policy issues are.

Cuba, wants more than a light touch in some areas of policy.

US seemed positive about a global forum.... but needs to talk about
what that

Canada asked for elaboration on the pro-market, pro-innovation language.
