Manon,
In answer to your question, WIPO, to the best of my knowledge, has never
had a "Provisional Committee". The Group B countries (industralized
nations) could not accept the term "ad hoc" and thus "Provisional
Committee" was proposed as a compromise solution by an African country
delegate. The Group B countries were able to agree on "Provisional
Committee" and thus a deal was struck.
