The Permanent Mission of Brazil in Geneva presents its compliments to
the International Bureau of the World Intellectual Property Organization
and, regarding the personal invitation issued by WIPO to the Regional
Consultation Meeting for Latin America and the Caribbean on the
Protection of Broadcasting Organizations, which will take place in
Cartagena, Colombia, from 4 to 6 July 2005, is honored to inform that
Dr. Ot=E1vio Carlos Afonso dos Santos, Copyright Manager at the Ministry
of Culture of Brazil - the only Brazilian Official invited to
participate in the said consultations, in his personal capacity =96 will
not be able to attend the meeting, for health reasons.
The Permanent Mission of Brazil would like to take this opportunity to
express its reservations with respect to the fact that invitations have
been issued to official government representatives to participate in
their =93personal capacity=94, in a consultation meeting meant to =93encour=
age
a regional consensus=94 on ongoing work relating to the possible
negotiation of a multilateral treaty.
The Permanent Mission regrets the fact that the Government of Brazil was
not invited to participate in the regional consultations through
conventional diplomatic channels. The Mission regrets, equally, the lack
of transparency with which the consultations have been organized,
including the fact that the agenda and program of work of the meeting
have not been made available.
In light of the above considerations, the Government of Brazil does not
consider itself to be a participant in the consultations and will not be
bound by their outcome.
Brazil will not associate itself with any documents that may be adopted
by the meeting.
