This is a draft decision on the Development Agenda being discussed
during the informal consultations at WIPO today.  Other topics being
discussed in the informal consultations include the proposal regarding
increasing the filing fees.  It should be noted that a more current
version of this document will be produced later this evening but it has
not been made available yet.  I have heard informally that the newest
version is more "development" friendly.

The text below has been typed up by me so I take full responsibility for
any errors or omissions.

DRAFT DECISION ON THE ESTABLISHMENT OF A DEVELOPMENT AGENDA FOR WIPO-
TABLED BY ARGENTINA, BOLIVIA, BRAZIL, CUBA, DOMINICAN REPUBLIC, ECUADOR,
IRAN, KENYA, SIERRA LEONE, SOUTH AFRICA, TANZANIA AND VENEZUELA



Recalling that the relationship between development and intellectual
property has continuously been raised in several multilateral fora;

Bearing in mind the internationally agreed goals, including those in the
United Nations Millennium Declaration, the Programme of Action for the
Least Developed Countries for the Decade 2001-2010, the Monterey
Consensus, the Johannesburg Declaration on Sustainable Development, the
Declaration of Principles and the Plan of Action of the first phase of
the World Summit on the Information Society and the Sao Paolo Consensus
adopted at UNCTAD XI;

(1)    The General Assembly welcomes the initiative for a development
agenda and notes the proposal contained in document WO/GA/31/11.

(2)    The GA decides to convene an inter-sessional  Working Group to
examine the recommendations contained in document WO/GA/31/11, as well
as possible additional recommendations of Member States, taking into
account the activities carried out by the Organization in this field.
[To the extend possible, the Working Group will meet in conjunction with
the session of the Permanent Committee on Cooperation for Development
Related to Intellectual Property.]  The Working Group, open to all
Member States, will prepare a report by July 30, 2005, for the
consideration of the General Assembly.  WIPO-accredit IGOs and NGOs are
invited to participate as observers in the WG.

(3)    The WG will consider the possibility of convening a special
international conference on intellectual property and development.

(4)    The International Bureau shall undertake immediate arrangements
in order to organize with other relevant UN organizations, including
UNCTAD, WHO and UNIDO, a joint international seminar on Intellectual
Property and Development, open to the participation of all stakeholders,
including public interest NGOs, civil society and academia.

(5)    The GA decides to include this issue in the agenda of its
September 2005 session.
