A slow-moving project by the Library of Congress to create an archive of
digital materials announced its first set of partners for the project

education institutions.

Although Congress has urged the library to take the lead in the program,
a legal analysis commissioned by the library said the program could
raise liabilities under copyright law.

In a 2003 analysis of the program, June Besek of Columbia University's
law school in New York said that a digital copyright law created
uncertainties for the library. "Circumventing technical access controls
to obtain access to copyrighted works" may be in violation of the law,
unless the Librarian of Congress created an exception for itself, she
warned.
