Video Surveillance: Legal and Technological Challenges

Featuring a keynote message from Senator Patrick Leahy of Vermont
Ranking Member, Senate Judiciary Committee

What:

"The Dawn of Micro Monitoring: Its Promise, And Its Challenges To
Privacy
and Security"

This conference will discuss the technological development and legal
regulation of video surveillance.  The panel will focus on the impact of
new
and emerging video surveillance technologies on privacy and civil
liberties.

Like video surveillance, Radio Frequency Identification (RFID) is a
fast-developing technology that offers many potential benefits but will
also
pose challenges to privacy and civil liberties.  Senator Leahy - a
technophile and long a leader on privacy issues - will highlight these
tradeoffs and suggest that Congress may need to address RFID usage
issues
after a thorough consideration by industry, law enforcement, scientists,
and
consumers.

Senator Patrick Leahy of  Burlington, Vermont was elected to the United
States Senate in 1974.  A graduate of Saint Michael's College in
Colchester(1961), he received his Juris Doctor from Georgetown
University
Law Center(1964).  He served for eight years as State's Attorney in
Chittenden County, gaining a national reputation for his law enforcement

activities which lead him to be selected as one of three outstanding
prosecutors in the United States.

In the immediate aftermath of the terrorist attacks of September 11,
Leahy
headed the Senate's negotiations on the 2001 anti-terrorism bill, the
USA
PATRIOT Act.  He added checks and balances to the bill to protect civil
liberties, as well as provisions which he authored to triple staffing
along
the US-Canada border, to authorize domestic preparedness grants to
states,
and to facilitate the hiring of new FBI translators.

Leahy, a technophile sometimes referred to as "the cybersenator" for his

enthusiasm for and leadership on technology and internet issues, has
championed privacy rights, copyright protections and freedom of speech
on
the Internet. He is a co-founder and co-chair of the Congressional
Internet
Caucus, and has taken the lead on several privacy issues, including
Internet
and medical records privacy.  Leahy held Congress's first hearing in
1994 on
privacy concerns relating to electronic medical records.  He is the
former
Chairman and currently ranking Democratic member of the Senate Judiciary

Committee.
