The Committee on Energy and Commerce met in OPEN MARKUP SESSION on March
3, 2004, at 11:00 a.m. in 2123 Rayburn House
Office Building to reorganize the Committee and mark up a number of

Re the database protection bills (I guess I went for the "killing" but
many people have been involved from public interest community (ALA,
National Academy of Sciences) and industry (USCC,Verizon, AT&T, AOL) and
did a good job):
The Energy and Commerce Committee now chaired by Barton will report
against H.R. 3261, the Database and Collections of Information
Misappropriation Act (going too far, giving additional tools to IP
owners, chilling information flow with fear of litigation, etc...)

Rep. Boucher mentioned the bad experience with EU Directive on database
and the resulting high volume of litigations ("100 cases"). ...any more
details on that are welcome
