The Patent and Trademark Office (PTO) would have $1.53 billion under the
Bush administration budget proposal for fiscal 2005, and the budget
would let the agency retain all fees associated with its work for the
first time in more than a decade. The $1.53 billion total, however, is
based upon the presumption that Congress will pass legislation to raise
patent fees. The administration supports enactment of that legislation,
which also would revamp other aspects of PTO operations. "This budget
supports the fee legislation and a spending level of $1.5 billion that
will allow PTO to continue implementation of its strategic plan," the
administration said. "This proposal provides PTO full access to its fee
collections in 2005."
