There will be a TACD workshop in NYC on April 5, 2004, looking at Global
Access to Essential Learning Tools.  Those who are interested in this

April 5, 2004 - NYC - TACD workshop on Global Access to Essential
Learning Tools

With the support of the Rockefeller Foundation, the Intellectual
Property Committee of the Trans Atlantic Consumer Dialogue (TACD) will
host a workshop on April 5, 2004, at the Ford Foundation in New York
City, on the topic of Global Access to Essential Learning Tools.

We believe this will be the first meeting that focuses on the
relationship between intellectual property rules and practices and
access to a broad range of essential education and learning tools.   The
workshop will focus on the follow areas:

     Textbooks and course materials
     Academic and Scientific Journals
     Software
     Data and Databases
     Distance Education tools

The workshop will identify issues and strategies for addressing concerns
over access to learning tools.  The agenda is not set, but TACD will
seeks presentations on such topics as:

1.    Best practices for exceptions and limitations to exclusive rights
under copyright laws
2.    Pricing of textbooks
3.    Pricing of academic journals
4.    Compulsory licensing of education materials
5.    Use of Proprietary or Open Source/Free Software
6.    Intellectual Property rules for data and databases
7.    Special concerns of distance education materials
8.    Special concerns for libraries or archives
9.    Special concerns over access to information in particular fields
     a.    Legal information
     b.    Medical and Scientific information,
     c.    etc
10.    Models for the creation of global public goods
     a.    Open Journals
     b.    Access to Government Funded R&D
     c.    Free software
     d.    Open databases (Medline, Edgar, HGP, etc)
     e.    Creative Commons
     f.    Matching Funds
11.    Trade related issues
     a.    Copyright enforcement provisions in trade agreements
     b.    Cross-border treatment of copyright exceptions and limitations
