"The last draft of the WIPO declaration planned to be adopted at the
Beijing WIPO summit next month refers to the Doha declaration. This was
not the case in earlier versions. On 21 March this is what Scrip reported:
“ The World Intellectual Property Organisation (WIPO) says it affirms
the need for all countries to implement intellectual property systems in
a way that relates to their levels of development and public policy
goals as well as in accordance with their international rights and
obligations.
In a draft declaration for discussion at its upcoming summit on «
Intellectual Property and the Knowledge Economy », to be held in Beijing
next month, WIPO member states acknowledge the Doha Declaration on TRIPS
and public health and say they will co-operate in promoting the use of
intellectual property for development, prosperity and cultural
diversity. They also undertake to encourage measures to facilitate the
transfer of technology and the promotion of investment and capacity
building.”

Note: The summit will be held April 24 to 26, 2003 in Beijing
It looks as if the declaration is better than expected for example # 20
affirm the need for some countries to implement their IP systems in
accordance with their "international rights, obligations, and
flexibilities, including those relating to their levels of development
and public policy goals" and #23 "We condemn biopiracy and the
misappropriation of traditional knowledge."
